Education reform is mainly about changing 'traditional' educational practices or policies, presumably for the better. This may include changing teaching methods, administration, textbooks, schedules, curriculum, and grouping and promotion practices, for example. As time goes on, new issues come and go, but all would be considered 'education reform.'

The Prichard Committee for Academic Excellence - An independent, non-partisan, non-profit organization of Kentucky parents and citizens working to improve education in the Commonwealth at all levels. Thomas B. Fordham Foundation - Supports research, publications, and action projects of national significance in elementary/secondary education reform, as well as significant education reform projects in Dayton, Ohio and vicinity.
