South Carolina is divided into 10 regions, or planning districts, each served by a regional planning council. State legislation adopted in the late 60s and early 70s encouraged the creation of the councils to enhance local governments' efficiency and effectiveness. Although they operate through a combination of local, state and federal funding, they work solely at the discretion of local governments. The councils specialize in grants administration, economic development, planning assistance, statistical research and a host of other services aimed at helping local governments.
