Felicity, California is in Imperial County and was founded in 1986 by Jacques-Andre Istel. He is the mayor and one-half of the town's population; the other is his wife, after whom the town was named. It was designated as "Center of the Universe" and has several sculptures including a pyramid and engraved granite walls depicting human history and honoring Korean War Marine Corps.
