Geologically, Midway Atoll is the second to last member of the Northwestern Hawaiian islands. Legally, it is not a part of the State of Hawai`i and is specifically excluded by the Hawaiian State Constitution. In 1996, control of the atoll was transferred from the United States Navy to the United States Fish and Wildlife Service and is being developed by a joint federal/industry project to promote eco-tourism.
